Looking to establish a software development group in Eastern Europe. Want to narrow my search. Ideal characteristics are: low wages, good talent pool, political stability, culture, climate and quality of life, growth potential, etc. Actual suggestions towns or regions would be even better. Thanks.

try Romania , low wages, good talent pool, political stability, culture, climate and quality of life, growth potential, etc. All major game houses , oracle , ex macromedia etc they moved a part or main part of bussines here.
Constanta , Bucuresti , Ploiesti , Timisoara.
In the last 5 year the growth of IT bussines and market is ~ 100 % for every year . Try in regional countys where the wages are 30- 50 % lower than capital Bucuresti. For taxes , rents or buildings etc the situation is the same .
The medium wage in Romania is 200 euro , in IT is 400 euro /month.More details hs_abx@yahoo.com
